Bob never said he was worried about slander. He said he had threats of lawsuits for slander and they would be hard pressed to sue when they couldn't prove who wrote what, in the event something slanderous was ever actually said.
To date, nothing Bob has said has been slanderous or libelous.

$8000 to $40000 over 25 years:
40,000 (current pay) - 8,000 (original pay) = 32,000
32,000 / 8,000 (original pay) = 4
4 * 100 = 400% over 25 years
$5000 to $40000 over 25 years:
40,000 (current pay) - 5,000 (original pay) = 35,000
35,000 / 5,000 (original pay) = 7
7 * 100 = 700% over 25 years
Plus it's not a fair comparison since the salary 25 years ago was based on 20 hours per week, so the actual increase should be 150% with an average raise per year of 3.7%.
